Director of Government Relations

Beaton J 2016Joy Beaton joined the Loan Fund in 2000, first as Development Officer and in her current position since 2007. She has over 30 years of experience in strategic nonprofit organizational and resource development, nonprofit management consulting, community-based social and economic development throughout the Southeastern United States and internationally. Her work has included federal policy planning and development for a variety of federal agencies including service as a Presidential Appointee to the U.S. Department of Agriculture for national rural development policy. In addition to her work in community development she has over 10 years of experience as a senior program officer and consultant to community foundations. In her current position Ms. Beaton is responsible for public policy, legislative relations, and communications to local, state and federal elected officials and agencies with regard in particular to the US Department of Treasury CDFI Fund’s Financial Assistance Program, Bond Guarantee Program, New Markets Tax Credits and Healthy Food Financing. In 2007-2008, her policy work and leadership at the state level led to the passage of a $5MM appropriation for the establishment of an affordable housing model demonstration initiative to preserve expiring-use multifamily rental property. In 2013, her policy work on housing needs for special needs populations and the homeless contributed significantly to new appropriations and legislative mandates. Ms. Beaton holds a B.A. in Political Science from Kalamazoo College and a M.A. from the Fletcher School of Law & Diplomacy at Tufts University.
