Florida Community Loan Fund is pleased to present our Strategic Plan for fiscal years 2026 through 2028.
We intentionally chose a shorter 3-year timeframe for our current planning cycle (compared to 5-to-7-years in the past), ensuring our strategy remains ambitious while maintaining our organizational commitment to strong financial and mission performance, leadership, and long-term sustainability. The shorter period will allow us to exhibit the flexibility and agility we and our borrowing partners will need as we adapt to shifting funding and policy priorities and economic conditions.
For the next three years, FCLF will be guided by the following goals:
Goal 1: Expand resources for Florida communities outside of the economic mainstream
Goal 2: Lead collaboratively in pursuit of increased opportunities for people outside of the economic mainstream
Goal 3: Further enhance FCLF’s long-term sustainability
The following strategy highlights outline how we intend to achieve our goals:
- We will deploy $260 million in financing over the next three years to support Floridians who find themselves outside of the economic mainstream.
- Our Core Lending will generate $125 million in new lending for real estate-related developments across the entire state of Florida.
- We will close $135 million in tax credit investments through the New Markets Tax Credit (NMTC) Program to finance community facilities in economically distressed communities.
- We will develop innovative ways to assist our borrowing organizations’ responses to persistent challenges while adapting to new policy priorities.
- We will use our platform to lead and collaborate on efforts to improve opportunities for low-income Floridians.
- We will initiate a discussion with high-performing CDFIs in Florida aimed at fostering collaboration among different types of CDFIs.
- We will continue to enhance FCLF’s long-term self-sufficiency by investing in people and technology, developing new capitalization models, and ensuring a robust leadership succession framework.
