Second Chance Help Center, Inc. (SCHC) was formed in 1996 to develop affordable housing and create links between the public and private sector to benefit disadvantaged areas. SCHC is also a HUD approved housing counseling agency, and provides foreclosure prevention programs, first time homebuyer classes, budget counseling, and other services.
Second Chance Help Center, Inc. (SCHC) began as a small, start-up non-profit that has leading a revitalization effort in a neighborhood on the north side of Jacksonville. The Loan Fund provided $32,000 in funding. Some of the funds were used for repairs to a duplex near its office that it rents to low-income clients of Lutheran Social Services. Additional funding was used to acquire vacant land to build single-family homes in its neighborhood for sales to low-income clients.
"Since greatest assets are people, our ongoing goal is to promote empowerment within the neighborhood we serve. Significant community development can only take place when local community members are committed to investing themselves and their resources in efforts to improve their neighborhood.
Just as streets can be made safer and schools can be improved when residents and strong partners like Florida Community Loan Fund become involved, the record indicates that our housing problems can most effectively be rescued when residents and partners are involved in the effort, along with the government and non-profit community based groups.Only by doing so will residents develop a sense of ownership, responsibility, pride and participation that will foster close-knit relationships and build community-organizations which are vital components of a civil society.
