Treasure Coast Community Health, Inc. has provided high-quality, affordable and accessible healthcare to all residents of Indian River County since 1993, regardless of income or insurance status. Initially serving migrant and seasonal farmworkers, TCCH now serves nearly 28,000 individuals (including 9,500 children) across 8 locations and an additional 5,000 patients through the Indian River County Jail.

Due to a shortage of medical providers in Indian River County, many patients face long wait times for appointments – often exceeding 3 months for established patients and 6 months for new ones. In contrast, TCCH is staffed so that it is able to offer same day appointments, and ensures most patients are seen within a week for non-emergency appointments. Still, the area’s high demand has strained TCCH’s existing capacity. The addition of 2 new Federally Qualified Health Center locations will increase patient capacity by up to 54%.

With financing through Florida Community Loan Fund and the New Markets Tax Credit program, TCCH will add 2 new FQHC locations and an administrative building: the West Primary Care Facility is a purchase and substantial renovation of an existing building, providing 17,678 sq ft of new space. The Oslo Pediatric Center will be new construction of 20,800 sq ft on property adjacent to an existing health center plus a 6,500 sq ft building at the same site for administrative and program services. These new facilities will offer adult and pediatric preventive, chronic, and acute healthcare, dental care, behavioral /mental healthcare, lab and x-ray services, and pharmacy services. The new administrative building will primarily house 2 programs: primary care and wrap-around services, and case management for recently incarcerated individuals through a partnership with the Indian River County Jail; and through therapeutic based mental health treatment for individuals with pending misdemeanor or felony charges as full administrator of the 19th Judicial Circuit Mental Health Court. Community meeting space will be also available to provide health education and training for partners such as the Boys and Girls Clubs, Children’s Home Society, Dept. of Veterans Affairs, United Way, and others.

Despite expansion, healthcare needs remain high in TCCH’s service area. Indian River County has a higher-than-average rate of residents with limited access to healthy foods and experiences a 15% severe housing problem rate. The New Markets Tax Credit program is a critical component of the organization’s capital stack to complete these projects and better the healthcare of the community; specifically its low-income individuals. Without NMTC, TCCH would rely on fundraising, causing delays that disproportionately impact low-income and vulnerable community members, potentially worsening their health outcomes and increasing reliance on emergency care.

Florida Community Loan Fund provided $21 million in Federal NMTCs and a total of $11 in community development financing for this expansion of two Treasure Coast Community Health locations. The investor is US Bancorp Impact Finance. This transaction was completed in March 2025.
