Permanent loan for construction of affordable housing
81 rental apartments with focus on formerly homeless, disabled, and veterans

Homelessness has been at the forefront of our nation’s social issues for many years, with various methods in use to tackle the problem and reduce the number of homeless individuals and families. One approach is to first provide people with a safe, secure place to live and then couple that with on-site services such as health care, vocational training, GED classes and life-skills classes. This approach is referred to as permanent supportive housing.
Warley Park, a new community in Sanford, Florida that is being developed by Wendover Housing Partners, will help tackle the issue of homelessness in Seminole County by providing 81 new affordable rental units of permanent supportive housing. The homes will be available to very low- and extremely low-income households, with a focus on homeless individuals and families. In addition to new, safe, certified-green housing, residents will have access to support services on-site.
Florida Community Loan Fund provided $850,000 in financing for this $19 million project. FCLF and Wendover also partnered on two senior communities in Florida. Haley Park in Tampa, and Brixton Landing in Apopka. Additional support for the Warley Park community is provided by Florida Housing Finance Corporation, using Low Income Housing Tax Credits (LIHTC), SAIL (State Apartment Incentive Loan) and NHTF (National Housing Trust Fund) programs.
Wendover has partnered with Step Up on Second to manage the community’s tenancy, permanent supportive housing needs and on-site programs. Step Up on Second is the nationwide leader in permanent supportive housing, with a track record of more than 10 years of success.
Warley Park will be the first community in Central Florida to provide permanent supportive housing, or PSH, and will coordinate with many area organizations to offer support services.
